Revive L.O.R.E.N. In All Barangays

March 19, 2010

NP-NPC-LDP VICE-PRESIDENTIAL CANDIDATE LOREN LEGARDA SOUGHT THE HELP OF BARANGAY OFFICIALS TO IMPLEMENT HER PROGRAM FOR WOMEN, THE ENVIRONMENT, EDUCATION, LIVELIHOOD AND PEACE AND ORDER.
Speaking to over 1,500 barangay captains and members of the Liga ng mga Barangay in Pangasinan, she called for “Law and Order, Rights of Women and Children, Environment, Education, Employment and Nationalism” (LOREN) in all barangays, stressing the importance of empowerment at the grassroots level.
“Sa mga barangay maguumpisa ang pag-unlad ng lipunan, kaya dapat lang na sa mga barangay din natin umpisahan ang pagpapatupad ng mga programang makatao at makabayan,” she said. Legarda urged the DSWD, DOLE, DoE, DOH, DILG and the DepEd to provide support to barangays in implementing the L.O.R.E.N. program.
Legarda took the opportunity to assure the barangay officials of her support for local-level empowerment programs that she has since proposed in the Senate. She authored the law that mandated the creation of a Barangay Livelihood and Skills Training Center in every rural barangay in the country to provide skills training, livelihood skills development, self-enhancement skills and social communication skills development. The law also promotes comprehensive rural development and agrarian reform.
“Rural development is the first step to end poverty in this country. If we can sustain our programs for the barangay and translate it into a basic building-bloc for all provinces, then we will create opportunities for our people to tap local resources and skills. This way, we attain rural development rooted in economic growth and social inclusion,” she stressed.
Legarda emphasized the need to ensure that while the macro-economic indicators of our country is sound, the government must endeavor to make the fruits of economic growth felt by the population thru rural infrastructure and facilities for growth and self-sustainability.
