Legarda urges PH to shun single-use plastics

In observance of Zero Waste Month, Senate President Pro Tempore Loren Legarda urged Filipinos to shun the use of single-use plastics and be more prudent in waste disposal.

Legarda, one of the foremost legislators in terms of climate justice, said that the country needs to re-assess itself at the heels of the 28th UN Climate Change Conference (COP28) in Dubai.

“We must push ourselves to live more sustainably since plastics use fossil fuels, which in turn contributes to more greenhouse gas emissions in the world,” asserted Legarda.

“Despite living a simple life, we can lean on using materials that are sustainable, reusable, and non-harmful to the environment to lessen our dependency on single-use plastics,” she added.

Pursuant to Proclamation No. 760, s. 2014, the Philippines has been observing Zero Waste Month every January.

According to the decree, all government units and departments are urged to extend their support and participate in endeavors dedicated to the observance of the month.

“Single-use plastics are a burden to the environment, especially in our local setting, when they are carelessly thrown into our rivers and tributaries, it causes clogging, leading to widespread flooding — endangering thousands of lives in the process,” lamented Legarda.

“Not everything is recycled. It ends up at either landfills or the ocean, again endangering the delicate balance of our ecosystem, which may lead to problems in food security,” she continued.

Among the landmark legislation Legarda passed is Republic Act No. 9003, otherwise known as the Ecological Solid Waste Management Act.

The law issued penalties for littering in public places, open burning of solid waste, importing consumer products packaged in non-environmentally friendly materials, and many more non-environmentally friendly acts.

It also provided for ecological solid waste management, which created incentives for compliant sectors.

Legarda also paved the way for the Expanded National Integrated Protected Areas System (E-NIPAS), which mandates the protection of specific areas that host biologically unique flora and fauna. (30)

Legarda hinihikayat ang pag-iwas sa paggamit ng single-use plastics

Sa observance ng Zero Waste Month, hinikayat ni Senate President Pro Tempore Loren Legarda ang publiko na iwasan ang patuloy na paggamit ng single-use plastics at mas maging maingat sa pagtatapon ng basura.

Sinabi ni Legarda, isa sa mga pangunahing mambabatas pagdating sa usapin ng climate justice, na kailangang muling suriin ng bansa ang kalagayan nito kasunod ng 28th UN Climate Change Conference (COP28) sa Dubai.

“Kailangan nating itulak ang ating mga sarili na mamuhay nang mas sustenable dahil ang mga plastic ay gumagamit ng fossil fuels, na siyang nakaaambag sa mas maraming greenhouse gas emissions sa mundo,” giit ni Legarda.

“Sa kabila ng pamumuhay nang simple, maaari tayong gumamit ng mga materyal na sustainable, reusable, at hindi nakapipinsala sa kapaligiran para mabawasan ang ating dependency sa single-use plastics,” dagdag pa niya.

Alinsunod sa Proclamation No. 760, s. 2014, ino-observe ng Pilipinas ang Zero Waste Month tuwing buwan ng Enero.

Ayon sa proklamasyon, lahat ng local government units at mga sangay ng pamahalaan ay hinihikayat na sumuporta at makilahok sa mga gawaing kaugnay ng Zero Waste Month.

“Pabigat sa kapaligiran ang single-use plastics, lalo sa ating local setting, kung saan walang pag-iingat na itinatapon ang mga ito sa mga ilog at tributaries, nagdudulot ito ng pagbabara, na humahantong sa malawakang mga pagbaha — na naglalagay sa panganib sa libo-libong mga buhay,” ani Legarda.

“Hindi lahat ay nareresekulo. Napupunta ang mga ito sa landfills o sa karagatan, na naglalagay sa balanse ng ating ecosystem sa panganib, na maaaring magdulot ng suliranin sa seguridad sa pagkain,” pagpapatuloy niya.

Kabilang sa landmark legislation na naipasa ni Legarda ang Republic Act No. 9003, or Ecological Solid Waste Management Act.

Ang nasabing batas ay nagpapataw ng mga parusa sa pagkakalat sa mga pampublikong lugar, pag-aangkat ng consumer products na gumagamit ng non-environmentally friendly materials, at marami pang mga gawaing hindi nakabubuti sa kalikasan.

Kabilang sa mga probisyon nito ang ecological solid waste management, na nagbibigay ng insentibo para sa mga sektor na sumusunod sa batas.

Isinulong din ni Legarda ang Expanded National Integrated Protected Areas System (E-NIPAS), na nagbibigay ng mandato na protektahan ang mga lugar na tahanan ng mga kakaibang flora at fauna. (30)
