Legarda backs joint oversight body to guard every peso of public funds

Senator Loren Legarda has expressed her full support for the formation of a Joint Congressional Oversight Committee on Public Expenditures, saying it is a vital reform to ensure that every peso in the national budget is spent with integrity, transparency, and in line with the country’s development priorities.

Legarda said the joint oversight body of the Senate and the House of Representatives, already established under the General Appropriations Act (GAA) 2026 and in previous GAAs, should be formally activated and function on a regular basis to fully carry out its mandate.

“This oversight committee is not about micromanaging agencies. It will be created so that funds meant for hospitals, classrooms, farms, and disaster resilience do not get lost in delays, waste, or misuse,” Legarda stressed.

Legarda warned that chronic underspending, poorly designed projects, and implementation leakages translate directly into unfinished roads, overcrowded hospitals, and vulnerable communities left without protection from disasters.

“Every time an agency sits on its budget or fails to implement it properly, it translates to a family waiting longer for a health center, a student losing a chance at quality education, a farmer still without irrigation,” Legarda said.

Legarda further underscored that idle appropriations weaken government performance and directly affect citizens waiting for services.

“Funds that remain idle are not savings. They represent targets not achieved, services delayed, and opportunities lost. Underspending driven by weak expenditure and procurement capacity imposes a real cost on the delivery of public programs,” she said.

The four-term Senator also cautioned that leaving budgets idle prevents the government from channeling funds to agencies with stronger track records.

“When budgets are unused, resources that could have been realigned to agencies with stronger implementation records and proven sectoral impact remain locked in underperforming programs. This distorts efficient resource allocation and undermines equity in public spending,” she said.

“A strong oversight committee will compel agencies to fix bottlenecks early and prove that they are turning appropriations into tangible results,” she added.

With the recently signed ₱6.793 trillion national budget for 2026, Legarda said continuous year-round monitoring will strengthen the credibility of the spending program and protect key investments in health, education, livelihoods, and climate and disaster resilience.

“Responsible and integrity-driven budgeting does not end when the President signs the GAA,” she noted. “Congress has a duty to follow the implementation from line item to last mile to ensure that the budget that we debated and defended in the plenary is implemented properly in every barangay.”

Supporting Senator Sherwin Gatchalian’s call to look closely into underspending and critical projects, Legarda said she wants the oversight body to prioritize sectors where delays and inefficiencies are most painful for ordinary citizens.

“We should start where the stakes are highest: hospitals operating beyond capacity, irrigation systems that farmers have waited on for years, classrooms and local infrastructure that remain on paper,” she said.

“When people clearly see how every project is planned, funded, and completed, they gain confidence that public office is a public trust and that their hard‑earned taxes are working for them and the communities, not undermining them,” Legarda concluded. (30)

Legarda, suportado ang joint oversight body para bantayan ang bawat piso ng pondo ng bayan

Ipinahayag ni Senadora Loren Legarda ang buong suporta sa pagbuo ng Joint Congressional Oversight Committee on Public Expenditures, na aniya’y mahalagang reporma upang matiyak na ang bawat piso sa pambansang badyet ay magastos nang may integridad, transparency, at alinsunod sa mga prayoridad ng pambansang kaunlaran.

Sinabi ni Legarda na ang joint oversight body ng Senado at Kamara, na nakasaad na sa General Appropriations Act (GAA) 2026 at sa mga nakaraang GAA, ay dapat nang pormal na i-activate at regular na gumana upang ganap na maisakatuparan ang mandato nito.

“Hindi ito micromanaging sa mga ahensya. Bubuuin ang komiteng ito upang matiyak na ang pondong nakalaan para sa mga ospital, silid-aralan, sakahan, at disaster resilience ay hindi mawawala sa pagkaantala, aksaya, o maling paggamit,” diin ni Legarda.

Binalaan ni Legarda na ang paulit-ulit na underspending, mahinang disenyo ng mga proyekto, at mga butas sa implementasyon ay direktang nagreresulta sa mga kalsadang hindi natatapos, mga ospital na siksikan, at mga komunidad na walang proteksyon laban sa sakuna.

“Sa tuwing ang isang ahensya ay hindi agad ginagamit ang badyet o hindi ito maayos na naipatutupad, katumbas nito ang isang pamilyang mas matagal pang naghihintay ng health center, isang estudyanteng nawawalan ng pagkakataon sa dekalidad na edukasyon, o isang magsasakang wala pa ring irigasyon,” ani Legarda.

Binigyang-diin pa ng Senadora na ang mga nakatiwangwang na pondo ay nagpapahina sa performance ng gobyerno at direktang nakakaapekto sa mga mamamayang naghihintay ng serbisyo.

“Ang mga pondong hindi nagagamit ay hindi ‘savings.’ Sila ay mga target na hindi natupad, serbisyong naantala, at mga oportunidad na nawala. Ang underspending na dulot ng mahinang kapasidad sa paggastos at procurement ay may tunay na gastos sa paghahatid ng mga programang panlipunan,” paliwanag niya.

Nagbabala rin ang apat na terminong Senadora na ang pag-iwan ng mga badyet na nakatiwangwang ay pumipigil sa gobyerno na mailipat ang pondo sa mga ahensyang may mas matibay na track record.

“Kapag hindi nagagamit ang badyet, nananatiling nakatali ang mga rekurso sa mga programang mahina ang implementasyon, imbes na mailipat sa mga ahensyang may napatunayang epekto sa sektor. Ito ay nakakasira sa tamang alokasyon ng rekurso at nakakaapekto sa patas na paggastos ng pamahalaan,” dagdag niya.

“Ang isang matatag na oversight committee ay mag-uutos sa mga ahensya na ayusin agad ang mga bottleneck at patunayan na ang mga appropriations ay nagiging kongkretong resulta,” giit ni Legarda.

Sa bagong lagdang ₱6.793 trilyong pambansang badyet para sa 2026, sinabi ni Legarda na ang tuloy-tuloy na monitoring sa buong taon ay magpapatibay sa kredibilidad ng spending program at magpoprotekta sa mahahalagang pamumuhunan sa kalusugan, edukasyon, kabuhayan, at climate at disaster resilience.

“Ang responsableng at integridad na paggastos ay hindi nagtatapos sa sandaling lagdaan ng Pangulo ang GAA,” aniya. “Tungkulin ng Kongreso na subaybayan ang implementasyon mula line item hanggang last mile upang matiyak na ang badyet na ating pinagtalunan at ipinagtanggol sa plenaryo ay maayos na naipatutupad sa bawat barangay.”

Bilang tugon sa panawagan ni Senador Sherwin Gatchalian na masusing tingnan ang underspending at mga kritikal na proyekto, sinabi ni Legarda na nais niyang unahin ng oversight body ang mga sektor kung saan pinakamabigat ang epekto ng pagkaantala at inefficiency sa karaniwang mamamayan.

“Dapat tayong magsimula kung saan pinakamataas ang panganib: mga ospital na sobra ang pasyente, mga irigasyong matagal nang hinihintay ng mga magsasaka, mga silid-aralan at lokal na imprastrukturang nananatili lamang sa papel,” aniya.

“Kapag malinaw na nakikita ng taumbayan kung paano pinaplano, pinopondohan, at tinatapos ang bawat proyekto, nagkakaroon sila ng kumpiyansa na ang public office ay isang public trust at na ang kanilang pinaghirapang buwis ay tunay na gumagana para sa kanila at sa kanilang mga komunidad,” pagtatapos ni Legarda.
