From Cagayan farms to Filipino tables: Legarda leads ‘rescue buy’ amid price crisis

As families continue to grapple with soaring prices of food and fuel, Senator Loren Legarda led a “rescue buy” initiative, turning surplus harvest into immediate relief for vulnerable households.

Through her Lingkod Loren program, Legarda again partnered with Rural Rising Philippines (RuRi PH) on April 9 to purchase one ton of cabbages from farmers in Sto. Niño, Cagayan. The vegetables, which were at risk of spoilage because high fuel costs made transport unprofitable, were distributed to families in Barangay Payatas, Quezon City, including stay-at-home parents, senior citizens, and TNVS drivers hit hardest by inflation.

“We cannot allow farmers’ hard work to end up wasted while families go hungry. By buying their harvest, we give dignity to their labor and bring food directly to those who need it most,” Legarda said.

The four-term Senator also urged the government to step in when farmers cannot sell their harvests due to high fuel prices. She recommended that instead of letting food go to waste, the government should buy the produce directly from farmers and cover the transport costs, a measure that would act as a practical subsidy benefiting both producers and consumers during times of crisis.

“If farmers cannot sell their harvest because fuel prices make transport impossible, the government should instead buy their produce and shoulder delivery costs. It’s a practical subsidy that helps both farmers and families in crisis,” Legarda said.

Since 2022, Legarda has collaborated with RuRi PH to rescue tons of farm produce and deliver them to urban poor communities, including Tatalon and Payatas. She also celebrates her birthday through the ‘Bayong-All-You-Can’ initiative in the Senate, her way to support farmers while allowing her to share their harvests with others. Legarda is recognized as the first Senator–Founding Member of RuRi, a social enterprise known for its “rescue buy” campaigns, which purchase surplus produce from struggling farmers and redirect it to communities in need. Since its founding, RuRi has built a network of growers and consumers committed to reducing food waste and supporting local agriculture.

“Rural Rising Philippines and the office of Senator Loren Legarda have been helping not only distressed farmers but hungry urban communities as well through ‘Toneladang Gulay.’ In the past years, it was an effort together for cauliflowers from Ilocos and strawberries from Benguet. This week, it’s rescuing cabbages from Cagayan,” said Ace Estrada, Co-Founder of RuRi PH.

The Payatas initiative shows how grassroots action can respond to both the food security crisis and the waste problem. Legarda’s proposed Zero Food Waste Act builds on this principle, aiming to reduce waste at its source, strengthen reuse, recycling, and composting, and enforce stricter accountability on institutions and businesses.

“Every rescue buy is proof that solving hunger and waste does not require large bureaucracy, just decisive support for farmers and a commitment to community welfare,” Legarda said.

Mula sa bukirin ng Cagayan tungo sa hapag ng Pilipino: Legarda, nanguna sa ‘rescue buy’ sa gitna ng krisis sa presyo

Habang patuloy na nahihirapan ang mga pamilya sa tumataas na presyo ng pagkain at krudo, pinangunahan ni Senadora Loren Legarda ang isang “rescue buy” na inisyatiba, ginawang agarang tulong ang sobrang ani para sa mga pamilyang pinakaapektado ng krisis.

Sa ilalim ng kanyang Lingkod Loren program, muling nakipag-ugnayan si Legarda sa Rural Rising Philippines (RuRi PH) noong Abril 9 upang bilhin ang isang toneladang repolyo mula sa mga magsasaka sa Sto. Niño, Cagayan. Ang mga gulay, na nanganganib masira dahil sa mataas na gastos sa krudo na nagpapahirap sa transportasyon, ay ipinamigay sa mga pamilya sa Barangay Payatas, Quezon City, kabilang ang mga nanay sa bahay, nakatatanda, at TNVS drivers na matinding tinamaan ng implasyon.

“Hindi natin puwedeng hayaang masayang ang pinaghirapan ng mga magsasaka habang may mga pamilyang nagugutom. Sa pagbili ng kanilang ani, binibigyan natin ng dangal ang kanilang paggawa at direktang naihahatid ang pagkain sa mga pinaka-nangangailangan,” ani Legarda.

Hinimok din ng apat na terminong Senadora ang pamahalaan na kumilos kapag hindi naibebenta ng mga magsasaka ang kanilang ani dahil sa taas ng presyo ng krudo. Iminungkahi niyang sa halip na masayang ang pagkain, dapat bilhin ng gobyerno ang ani at sagutin ang gastos sa transportasyon—isang praktikal na subsidiya na sabay na nakatutulong sa mga magsasaka at mamimili sa panahon ng krisis.

“Kung hindi maibenta ng magsasaka ang kanilang ani dahil sa taas ng krudo, dapat bilhin ng gobyerno ang kanilang produkto at sagutin ang gastos sa pagdadala. Praktikal itong subsidiya na sabay na nakatutulong sa magsasaka at sa mga pamilyang nasa krisis,” ani Legarda.

Mula pa noong 2022, nakipagtulungan na si Legarda sa RuRi PH upang sagipin ang toneladang ani at dalhin ito sa mga maralitang komunidad sa lungsod, kabilang ang Tatalon at Payatas. Ipinagdiriwang din niya ang kanyang kaarawan sa pamamagitan ng “Bayong-All-You-Can” sa Senado—isang paraan ng pagsuporta sa mga magsasaka habang ibinabahagi ang kanilang ani sa iba. Kilala si Legarda bilang unang Senadora–Founding Member ng RuRi, isang social enterprise na nakilala sa “rescue buy” campaigns na bumibili ng sobrang ani mula sa mga magsasakang nahihirapan at ipinapamahagi ito sa mga komunidad na nangangailangan. Mula nang itatag, nakabuo ang RuRi ng network ng mga magsasaka at mamimili na nagtataguyod ng pagbawas sa food waste at pagsuporta sa lokal na agrikultura.

“Ang Rural Rising Philippines at ang opisina ni Senadora Loren Legarda ay tumutulong hindi lamang sa mga magsasakang naghihirap kundi pati sa mga nagugutom na komunidad sa lungsod sa pamamagitan ng ‘Toneladang Gulay.’ Sa mga nakaraang taon, naging tulong ito para sa cauliflower mula Ilocos at strawberry mula Benguet. Ngayon naman, repolyo mula Cagayan ang sinagip,” ani Ace Estrada, Co-Founder ng RuRi PH.

Ipinapakita ng inisyatiba sa Payatas kung paano nakatutugon ang pagkilos mula sa komunidad sa parehong krisis sa seguridad sa pagkain at problema sa basura. Nakabatay dito ang panukalang Zero Food Waste Act ni Legarda, na layong bawasan ang basura sa pinagmumulan, palakasin ang reuse, recycling, at composting, at magpatupad ng mas mahigpit na pananagutan sa mga institusyon at negosyo.

“Bawat rescue buy ay patunay na ang paglutas sa gutom at basura ay hindi nangangailangan ng malaking burukrasya, kundi malinaw na suporta sa mga magsasaka at malasakit sa kapakanan ng komunidad,” ani Legarda.

Binigyang-diin ni Legarda na ang rescue buy ay gawaing pakikiisa na nagpapakita ng prinsipyo ng zero waste—pagsuporta sa mga magsasaka, pagpigil sa food waste, at pagbibigay-ginhawa sa mga pamilyang mahina ang kalagayan.
