CCC rolls out 2025 ACT Local Programme to accelerate local climate action

MANILA, Philippines – The Climate Change Commission (CCC), in close collaboration with the Office of Senator Loren Legarda, key national government agencies and local government units (LGUs), will officially launch the 2025 Accelerated Climate Transition (ACT) Local Programme.

Spearheaded by the CCC as part of its commitment to localize climate action and support LGUs in climate resilience planning, the ACT Local Programme serves as a platform to develop, update, and enhance LGUs’ Local Climate Change Action Plans (LCCAPs) through onsite training writeshops, the first of which will be held in the Province of Antique this July.

As of March 2025, 90.61% of LGUs (or 1,558 out of 1,715) have already submitted their LCCAPs. The CCC aims to increase this compliance rate by year-end, starting with building the capacities of 16 LGUs in Antique under this special rollout.

“The ACT Local Programme reflects our conviction that climate action must be local, grounded in science, and driven by empowered communities,” said CCC Vice Chairperson and Executive Director Robert E.A. Borje. “We are committed to ensuring that no LGU is left behind in the journey toward resilience and sustainability.”

The 2025 rollout of the ACT Local Programme focuses on providing targeted technical support and workshops to LGUs with limited or no existing development plans. Through this approach, LGUs are guided step-by-step in formulating enhanced LCCAPs aligned with national climate policies.

Participating LGUs will also receive support in integrating adaptation and mitigation strategies into broader local development frameworks, with technical inputs from partner agencies such as the Department of the Interior and Local Government (DILG), Department of Human Settlements and Urban Development (DHSUD), and Department of Science and Technology (DOST), among others.

The CCC expects these trainings to boost the country’s adaptive capacity at the frontlines of the climate crisis by equipping LGUs to strengthen local climate governance and safeguard communities, and giving them access to climate finance such as the People’s Survival Fund (PSF). Overall, this aims to advance the whole-of-government and whole-of-society approach outlined in the National Adaptation Plan (NAP) and the NDC Implementation Plan (NDCIP), in line with President Ferdinand R. Marcos Jr.’s call for a climate-resilient and sustainable future. ###
