Legarda welcomes passage of AICS bill on third reading, cites need for swift, protected aid

Senate President Pro Tempore Loren Legarda welcomed the Senate’s approval on third reading of Senate Bill No. 1966, which institutionalizes the Assistance to Individuals in Crisis Situation (AICS) program, establishing a permanent legal framework for one of the government’s primary social protection mechanisms.

In her explanation of vote, Legarda underscored the urgency of making crisis assistance more reliable, responsive, and protected from misuse, especially as many Filipinos continue to face economic strain, health emergencies, and climate-related disasters.

“Ang AICS ay isa sa pinakamahalagang tulong ng pamahalaan para sa mga Pilipinong biglaang nahaharap sa krisis—pagkakasakit, aksidente, pagkamatay ng mahal sa buhay, pagkasunog, pagkawala ng hanapbuhay, o iba pang matinding pangangailangan,” Legarda said.

She emphasized that the bill moves AICS beyond ad hoc implementation by anchoring it in law, ensuring continuity of funding, clearer systems, and stronger accountability. “Hindi na lamang ito aasa sa administrative issuances at taunang pondo. Magkakaroon na ito ng malinaw na mandato, mas maayos na sistema, at mas matibay na pananagutan,” she added.

Legarda highlighted key amendments incorporated into the measure, including strengthened data privacy safeguards, improved coordination with local government units (LGUs), and clearer alignment of AICS medical assistance with existing health programs. These reforms aim to reduce duplication, speed up delivery, and ensure that aid reaches intended beneficiaries efficiently.

“Ang ayuda ay dapat makarating sa nangangailangan—hindi sa pamamagitan ng palakasan, padrino, o pulitika,” Legarda stressed, noting that institutionalization must not only expand access but also protect the integrity of the program.

For many Filipinos facing sudden hardship, delays in assistance can mean missed treatment, unpaid bills, or prolonged displacement. Legarda emphasized that the measure responds directly to these realities.

“Sa oras ng krisis, ang tulong ay dapat mabilis, patas, at may malasakit,” Legarda said.

With its approval on third reading, the bill brings the country closer to ensuring that crisis assistance is not only available, but dependable, timely, and protected from misuse—at a time when many Filipino families remain vulnerable to sudden shocks. (30)
