Legarda files priority bills promoting education, livelihood, environment, social justice
July 1, 2025Senator Loren Legarda filed on Monday, June 30, her first ten priority bills for the 20th Congress, reflecting her steadfast commitment to inclusive growth, environmental sustainability, and social protection.
“These measures aim to uplift the lives of Filipinos, particularly the marginalized and vulnerable, while advancing a future that is just, equitable, and sustainable,” Legarda said.
“We prioritized these bills as we believe they are timely and that we must act on them immediately to address the pressing needs of our society,” she added.
The ten proposed bills cover key areas, including digital access for learners, livelihood support, climate action, and the protection of women, children, senior citizens, and informal workers.
The bills filed by Legarda are the following:
- One Tablet, One Student Act – promotes digital inclusion for students across the country;
- Pangkabuhayan Act – strengthens support for small and micro enterprises;
- Unpaid Care Workers Equity and Empowerment Act – recognizes and supports unpaid care work, especially by women;
- Magna Carta of Waste Workers – ensures protections and benefits for waste sector workers;
- Living Wage Act – guarantees fair and decent wages for all Filipino workers;
- Monthly Maintenance Medication Support for Senior Citizens Act – provides monthly access to maintenance medicines for indigent seniors;
- Women and Children Protection Units Act – institutionalizes dedicated services for survivors of abuse and violence;
- Low Carbon Economy Act – promotes a just transition toward a low-emission development pathway;
- Complementarity in Education Act – strengthens collaboration between the public and private education sectors; and
- Blue Economy Act – supports the sustainable use and management of the country’s ocean resources
“These bills are a continuation of my lifelong work to protect people and the planet. I look forward to working with my colleagues to pass these measures into law,” the four-term senator stated.
“Once the session resumes, we will work on these measures. We hope that through these proposed bills, we would be able to bring development to the lives of our countrymen,” Legarda concluded. (30)
Legarda naghain ng mga pangunahing panukalang batas para sa edukasyon, kabuhayan, kalikasan, katarungang panlipunan
Naghain si Senadora Loren Legarda noong Lunes, Hunyo 30, ng kanyang unang sampung pangunahing panukalang batas para sa Ika-20 Kongreso bilang pagpapakita ng kanyang matibay na paninindigan para sa inklusibong pag-unlad, pangangalaga sa kalikasan, at proteksiyong panlipunan.
“Layunin ng mga panukalang ito na itaguyod ang kabuhayan ng mga Pilipino, lalo na ng mga nasa laylayan at vulnerable na mga sektor, habang isinusulong ang isang kinabukasang makatarungan, patas, at pangmatagalan,” ayon kay Legarda.
“Binigyang prayoridad natin ang mga panukalang ito dahil sa tingin natin ay napapanahon ang mga ito at kinakailangan na agad kumilos upang tugunan ang mga agarang pangangailangan ng lipunan,” dagdag niya.
Sinasaklaw ng sampung panukalang batas ang digital access para sa mga mag-aaral, suporta sa kabuhayan, aksyon sa klima, at proteksyon para sa kababaihan, kabataan, nakatatanda, at informal workers.
Narito ang mga panukalang batas na inihain ni Legarda:
- One Tablet, One Student Act – isinusulong ang digital inclusion para sa mga mag-aaral sa buong bansa;
- Pangkabuhayan Act – nagpapalakas ng suporta para sa maliliit na negosyo;
- Unpaid Care Workers Equity and Empowerment Act – kinikilala at sinusuportahan ang gawaing pangangalaga na kadalasang hindi nababayaran, partikular ng kababaihan;
- Magna Carta of Waste Workers – nagbibigay ng karampatang proteksyon at benepisyo sa mga manggagawa sa sektor ng basura;
- Living Wage Act – nagsusulong ng makatarungan at disenteng pasahod para sa lahat ng manggagawang Pilipino;
- Monthly Maintenance Medication Support Act for Senior Citizens – naglalaan ng buwanang access sa maintenance medicines para sa mahihirap na matatanda;
- Women and Children Protection Units Act – nagtatatag ng mga institusyonal na serbisyo para sa mga biktima ng pang-abuso at karahasan;
- Low Carbon Economy Act – isinusulong ang makatarungang transisyon patungo sa low-emission development pathway;
- Complementarity in Education Act – pinatitibay ang ugnayan ng pampubliko at pribadong sektor sa edukasyon; at
- Blue Economy Act – sinusuportahan ang sustenableng paggamit at pamamahala ng yamang-dagat ng bansa.
“Ang mga panukalang batas na ito ay pagpapatuloy ng aking adbokasiya para sa kapakanan ng ating mga kababayan at ng kalikasan,” pahayag ng four-term na senadora.
“Kapag nagbukas muli ang sesyon, agad nating pagtutuunan ang mga panukalang ito. Nawa’y sa pamamagitan ng mga ito ay maihatid natin ang tunay na pag-unlad sa buhay ng ating mga kababayan,” pagtatapos ni Legarda. (30)
