Legarda lauds passage on 3rd reading of bill establishing LTO District Office in Pandan, Antique
December 17, 2024Senator Loren Legarda has expressed her strong support and lauded the passage on third reading of House Bill No. 9468, which seeks to establish a district office of the Land Transportation Office (LTO) in the Municipality of Pandan, Province of Antique. This legislation is a significant step in improving public service accessibility and ensuring that essential government services are brought closer to the people of Antique, especially those in the Northern part of the province and the neighboring towns in Aklan.
Legarda, who has been an advocate for equitable access to public services, has been pushing for the establishment of an LTO district office in Pandan since she served as the Representative of the Lone District of Antique during the 18th Congress. Her commitment to address the challenges faced by her kasimanwa in accessing basic transactions such as vehicle registration, driver’s license renewals, and other motor vehicle-related permits, is demonstrated through her co-sponsorship of the bill.
“Currently, my kasimanwa in Pandan, Antique and neighboring municipalities are forced to travel up to 149 kilometers just to complete basic transactions at the LTO San Jose de Buenavista. Such a journey is not only inconvenient—it risks becoming a denial of service for those who cannot afford the time or resources to make the trip,” Legarda said.
The four-term Senator further shared that establishing a district office in Pandan will also ease the burden of the LTO office in San Jose de Buenavista. By redistributing transactions more evenly across the province, the new office will reduce congestion, improve processing times, and ensure a more efficient and effective delivery of services. This, in turn, will make the overall system more responsive to the needs of the people, especially in rural areas where access to government services can often be limited.
“This bill is rooted in fairness and public convenience—core principles of public service that we have long overlooked. Needless to state, every Filipino, no matter where they live, is entitled to equal access to public services,” Legarda added.
“Good public service is defined by accessibility, efficiency, transparency, and convenience,” Legarda stressed. (30)
“Currently, my kasimanwa in Pandan, Antique and neighboring municipalities are forced to travel up to 149 kilometers just to complete basic transactions at the LTO San Jose de Buenavista. Such a journey is not only inconvenient—it risks becoming a denial of service for those who cannot afford the time or resources to make the trip,” ani Legarda, na co-sponsor ng HB 9468.
Dagdag ng senadora, mababawasan ng trabaho ang opisina ng LTO sa San Jose de Buenavista at mapapabilis ang pagtugon sa pangangailangan ng mga tao.
