I am deeply saddened by the tragic shooting at San Jose National High School in Tacloban City, where three young lives were lost and seven others were injured. This tragedy comes at a deeply alarming time, following recent incidents of violence involving students in other schools.

The constitutional barrier that gave rise to my serious constitutional objections has now been addressed.
My concern was never about personalities, power, or position. It was about whether I could, in conscience, recognize an act resting on only twelve votes, when the Constitution speaks of a Senate of twenty-four (24) members. Malinaw ang nakasaad sa Konstitusyon.
Walang sinumang Senador ang maaaring lehitimong tumayo bilang Pangulo ng Senado batay lamang sa labindalawang boto. Ito ay pinagtibay sa ilalim ng 1987 Constitution. Sa Article VI, Section 16, Subsection 1 ng 1987 Constitution,
“The Senate shall elect its President by a majority vote of all its Members.”
Ang ibig pong sabihin, makakapag-halal lamang ng isang Senate President kung makakuha siya ng mayoryang boto ng lahat ng miyembro ng Senado.
