The constitutional barrier that gave rise to my serious constitutional objections has now been addressed.

My concern was never about personalities, power, or position. It was about whether I could, in conscience, recognize an act resting on only twelve votes, when the Constitution speaks of a Senate of twenty-four (24) members. Now that thirteen (13) Senators have clearly made that decision, I respectfully implore my fellow Senators to give this matter due respect and allow this institution to move forward. Let us now continue the important work entrusted to us by the Filipino people.

However, I likewise place on record that I maintain my firm position that the proceedings of June 3, 2026 were unconstitutional.

For this reason, nothing in this statement, nor any acknowledgment herein of today’s Session and proceedings, should be construed as recognition, ratification, validation, or retroactive approval of the events of June 3. Rather, the election before us today stands on its own constitutional footing and operates prospectively from this point forward.

I further hope that the Supreme Court, through the petition filed by our now Minority Bloc, will provide definitive guidance on these constitutional questions.

Such guidance will help prevent similar controversies in the future and provide clarity on constitutionally prescribed voting thresholds and numerical requirements, including those that may arise in impeachment and other matters of grave constitutional importance.

Ultimately, the issue before us extends beyond any particular officer or position. It concerns the integrity of the constitutional rules that govern this institution and the certainty that future Senates may rely upon when confronted with similar questions.

I would like to extend my congratulations to Senator Win Gatchalian on his election as Senate President, to Senator Tito Sotto on his election as Senate President Pro Tempore, and to Senator Migz Zubiri on his election as Majority Floor Leader. I wish them success in leading this institution and in advancing the work of the Senate for the benefit of the Filipino people.

For my part, the trust the Filipino people have placed in me does not yield to any dispute within these walls. As I always have, I will continue to serve diligently and faithfully as a Member of this Senate, working for our people, advancing their needs and priorities, and standing firm in the duty entrusted to me. My service will always belong to them. ###
