Report on the Third UN World Conference on Disaster Risk Reduction

Mr. President,
I have the honor to report to this chamber key issues discussed at the Third UN World Conference on Disaster Risk Reduction, which concludes today in Sendai, Japan.
This is a once a decade conference where nations chart a new course towards resilience, adopting a new framework intended to guide nations towards addressing disaster risks to effectively reduce vulnerability to natural hazards.
MANILA (DWDD) – Philippine legislators called on members of the Inter-Parliamentary Union (IPU) to create in their countries the policy environment for effective disaster risk reduction (DRR) and enact laws that provide incentives to the private sector to build disaster resilient houses and communities.

Legarda’s choice to read the Philippine statement was apt. A three-term senator, she has authored and sponsored many Philippine environmental laws, including the Disaster Risk Reduction and Management Act of 2010 and the Climate Change Law of 2009. She is the United Nations International Strategy for Disaster Reduction (UNISDR) chairperson for Disaster Risk Reduction and Climate Change adaptation for Asia-Pacific.
