How will you, as a Filipino, define culture? In this present world, I will not be surprised if many still see it as something static and ancient. But for me, culture is our lifeline.

Ang pagbibigay buhay sa kultura ay pagbibigay buhay sa bawat Pilipino. Dahil sa bawat sining at kultura na ating binibigyan ng halaga, may isang komunidad na nabibigyan ng pagkakakilanlan, ng kabuhayan, at ng dignidad.

I believe that when a community loses its culture, it also loses its soul. And no nation can truly move forward if its people are disconnected from the very threads that strengthen their identity.

Kung kaya ang pagbubukas ng Hibla ng Lahing Filipino Gallery: Paghabül sa Antique ay isang napakahalagang tagumpay para sa akin. Hindi lamang ito simpleng pagbubukas ng isang exhibit. Ito ay pagbubukas ng mas malalim na pag-unawa sa ating sarili, mas malawak na pagtuklas sa ating pinagmulan, at mas masigasing na pagbibigay halaga sa ating yamang matagal ng nariyan ngunit kaytagal ring napabayaan. I have long dreamed of this moment— bringing home to Antique a space where our textiles, the hands that till the land to produce raw materials, and the skilled people who weave them are honored and preserved. A space that not only holds the ingenuity of Antiqueños, but also uplifts livelihoods and affirms identities.

Nakadagdag pa sa kahalagahan ang gusaling magsisilbing kanlungan ng textile gallery na ito. The restoration of this Old Capitol 4 building is my way of showing my kasimanwa that progress does not mean letting go of the past. It means embracing it, honoring it, and building on it.

From the very beginning of my public service, I have always championed what I call the silent urgencies, issues that are not loud, not trending, but are urgent. Katulad ng unti unting pagkawala ng ating mga katutubong kaalaman. Katulad ng pangangailangan ng ating mga lokal na manghahabi, mga magsasaka, mga micro, small and medium enterprises ng suporta at pagkilala.

Sila ang tunay na yaman ng ating bansa. We are a wealthy nation if only we learn to see value in what we already have: our culture, our people, and our heritage.

Ang paghahabi ay hindi lang sining. Dala nito ay kabuhayan at kwento ng isang bayan na patuloy na nagbibigay halaga sa nakaraan. And today, as we open this gallery, we honor not just the finished products, but the process—the hands that planted, dyed, spun, and wove; the dreams and stories that shaped the designs; the communities that kept these traditions alive despite poverty, displacement, and neglect.

Kaya sa aking pagnanais na mabigyan ng kaukulang halaga ang paghahabi at ang mga indigenous textiles na produkto nito, maliban sa pagsulong mga batas gaya ng Philippine Tropical Fabrics Act, nagbigay din tayo ng iba’t ibang tulong sa kabuhayan, mula training equipments, hanggang sa pagpapatayo ng mga weaving centers at cotton farms.

Sa tagal kong nanilbihan bilang lingkod bayan, I want to be remembered as someone who gave life to what was fading. Someone who stood beside the weaver, the farmer, the artisan, and gave them a voice.
