Thank you, Mr. Chairperson.

It is with honor that I stand before all of you today to support the confirmation of the ad interim appointment of Atty. Marilyn B. Barua-Yap as the Chairperson of the Civil Service Commission. We are not just deciding on a role to be filled, but we are shaping the future of this very institution that is constitutionally mandated to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the Civil Service.

Atty. Barua-Yap’s extensive experience in government has endowed her with the leadership qualities the CSC needs to fulfill its mandate. Her expertise in the legislative process is demonstrated by her role in establishing the Institute for Legislation and Legislative Governance, which provides training on legislation, policy research and development, and more, ensuring continuous development and improvement. She played a pivotal role in modernizing both legislative and organizational processes within the House of Representatives, including leading the redrafting of the House Rules to enhance the management of legislative affairs.

I would also like to highlight that she made history as the first woman to be elected Secretary General of the House of Representatives during the 14th Congress. Her exceptional work ethic and commitment to excellence earned her the respect and admiration of her peers, leading to her re-election to the same position during the 15th and 16th Congresses.
With over 35 years of outstanding service in government, she is a seasoned executive with the expertise and vision needed to guide the CSC in fulfilling its vision to be a leader in empowering people and organizations in human resource and organizational development and in serving the public through streamlined and digitalized services. We require someone who can articulate a bold, yet clear vision for the future, and without a doubt, Atty. Barua-Yap is that leader. She has always believed that the work we do for our government is, ultimately, the service we provide to the Filipino people.

It is for these reasons that I second the motion to confirm the ad interim appointment of Atty. Barua-Yap as Chairperson of the Civil Service Commission.
