In 2011, National Artist for Literature and current chair of the National Commission for Culture and the Arts (NCCA) Virgilio Almario, National Artist for Music Ramon Santos, and Dr. Jose Dalisay Jr. prepared a study titled, Culture for National Unity: A Proposal for the Establishment of a Department of Culture.
The Senate on Wednesday formally started its review of the proposed P3.767-trillion 2018 national budget which the Administration dubbed as ‘A Budget that Reforms and Transforms”.
Senator Loren Legarda, Chair of the Senate Committee on Finance, presided over the briefing by the Development Budget Coordination Committee (DBCC) on the 2018 National Expenditure Program (NEP).

Legarda said that the Philippines is the first Asian country to ratify the convention, which is also known as the “Convention Concerning Protection of the Right to Organize and Procedures for Determining Conditions of Employment in the Public Service.”
ILO Convention No. 151 was first adopted on June 27, 1978 in Geneva, Switzerland and entered into force on Feb. 25, 1981.
With 22 affirmative votes and zero negative votes, the Senate approved on third reading Proposed Senate Resolution No. 454 in line with the convention, as authored and sponsored by Senator Loren B. Legarda, chairperson of the Senate committee on foreign relations.
Ms. Legarda said in the statement the Philippines is the first Asian country to ratify the convention, which is also known as the “Convention Concerning Protection of the Right to Organize and Procedures for Determining Conditions of Employment in the Public Service.”
