Legarda Calls For Immediate Passage of SOGIE Bill

Senator Loren Legarda today expressed support for the Anti-Discrimination or Sexual Orientation and Gender Identity and Expression (SOGIE) Equality Bill and called for its immediate passage.

“The State should protect the rights of all its citizens, which include members of the LGBTQIA community. No person should be discriminated on the basis of sexual orientation and gender identity or expression,” said Legarda.

Legarda Leads Launch of Panay Indigenous Book on IP Day

In celebration of Indigenous Peoples Day, Senator Loren Legarda today led the launch of the book on Panay-Guimaras traditional knowledge systems at the University of the Philippines-Visayas in Iloilo City.
 

The book, From the Seas to the Mountain — Panay-Guimaras Traditional Knowledge Systems, is a product of extensive research and collaborative efforts of the state universities and colleges (SUCs) in Western Visayas to document and promote the various traditional knowledge systems in the region.

Senator Loren Legarda today announced that the Ties of History: Art in Southeast Asia has opened its exhibition at the Metropolitan Museum of Manila on August 8, 2018, exactly 51 years since the signing of the Association of Southeast Asian Nations (ASEAN) Declaration or the Bangkok Declaration.

Legarda Hopes Cash-Based Budget Will Address Underspending

Senator Loren Legarda today said she hopes that the shift from obligation-based to annual cash-based appropriations starting with the 2019 national budget will result in improved delivery of basic services to the people and address underspending.

“We only want to ensure that goods and services reach the people, especially those who are most in need. But for years, underspending has plagued the government. Agencies cite several reasons like failure of bidding, unreleased funds, and low absorptive capacity, among others. We hope that this cash-based budget would indeed address underspending,” said Legarda, Chair of the Senate Committee on Finance.

Winning the war on climate change

For 2018, the budget allocation for climate change through national government agencies has substantially increased by 96.7 percent. Climate change-tagged programs, projects and activities have a total share of 7.26 percent of the total budget.

As chair of the Senate committees on climate change and finance, I am committed to ensure that our public institutions are fully equipped logistically to address climate change impacts in the context of multisectoral convergence and citizen participation.
