This law establishes livelihood and skills training centers in the fourth, fifth and sixth class municipalities to open employment opportunities, combat poverty and improve the quality of life of Filipinos.

Republic Act No. 9506 – BACOLOR REHABILITATION COUNCIL ACT
Council to be composed of regional directors of NEDA, DPWH, DA, and DTI, local government officials, representative of the 3rddistrict of Pampanga and representatives from the private sector, non-government organizations and academe.
Republic Act No. 9501 – MAGNA CARTA FOR MICRO, SMALL AND MEDIUM ENTERPRISES ACT
The law requires lending institutions to allocate at least eight percent of their total loan portfolio to micro and small businesses. Before the amendments, the law requires only a six percent minimum allocation for these, and a minimum two percent allocation for medium enterprises.
Republic Act No. 9500 – UNIVERSITY OF THE PHILIPPINE CHARTER OF 2008
This law strengthens the University of the Philippines as a national university.
Republic Act No. 9262 – ANTI-VIOLENCE AGAINST WOMEN AND CHILDREN ACT
Seeks to uphold and protect the basic human rights of women and their children.
Republic Act No. 9245 – PHILIPPINE EAR RESEARCH INSTITUTE ACT
Provided for the creation of the Philippine National Ear Institute to conduct institution and community based epidemiological studies related to deafness and balance disorders and initiate, conduct, monitor and evaluate researches dealing with curative, rehabilitative and preventive aspects of hearing and vestibular disorders, among others.
Republic Act No. 9242 – PHILIPPINE TROPICAL FABRIC LAW
This law prescribes the use of Philippine tropical fabrics for official uniforms of government officials and employees and for the purposes which require the use of fabrics in government offices and functions.
Republic Act No. 9231 – ANTI-CHILD LABOR LAW
Specifically limits the employment of children below 15 years old, restricts the hours of work of working children, expands working children’s access to education, social, medical and legal assistance.
Republic Act No. 9189 – THE OVERSEAS ABSENTEE VOTING ACT OF 2003
This law provides for a system of overseas absentee voting by qualified citizens of the Philippines abroad.
Republic Act No. 9177 – EID’UL FITR HOLIDAY LAW
This law declares the first day of Shawwal, the tenth month of the Islamic Calendar, a national holiday for the observance of Eid’ul Fitr and the tenth day of Zhuld Hijja, the twelfth month of the Islamic Calendar, a regional holiday in the Autonomous Region in Muslim Mindanao (ARMM) for the observance of Eid’ul Adha.
